[Freetel-codec2] Codec2 over TNC in KISS mode

As discussed a few times previously, we can probably get Codec2 in 1200 Baud mode to work on a 1200 Baud TNC in KISS mode, meaning without the AX.25 headers. I think I have everything I need to test that here. I'll try getting it working in the coming week, and if I can, will make a video.
