It seems to me that one of the main threats to Amateur Radio is from the 
homeland security agencies, and the increasing paranoia in the country about 
terrorism.  We need to be perceived as a totally benign, non-threatening 
activity by loyal citizens.  Encrypting our transmissions opens the door to 
concern about what evil things we might be transmitting secretly.  We need to 
be open.  Anyone with the proper receiver can come and listen to us.  I think 
that allowing encryption would work against the best interests of ham radio.
