That's a good idea and you can even do it for radios within a few 
kilometers of each other. If a radio can detect desense, it can take a 
slot that overlaps an interfering transmitter.

Regarding frequency locking, I am figuring that the bases and repeaters 
have GPS disciplined oscillators, and that mobiles lock to the bases and 
repeaters. This avoids the issues of a moving GPS disciplined oscillator.
