It does seem logical that you would want a slow changing pitch. A 
communications quality voice, rather than high fidelity (skype).
If the pitch values change too much between frames, you probably get robot 
noises.

How to enforce slow pitch changes from untrained operators. Maybe that 
would be a neat algorithm :-)
Maybe analyze 320 ms and take the jitter out.

One idea, to remove environmental noise, is to wrap the microphone around 
your neck, next to the vocal chords.
Maybe a second mic that did record environmental noise, and used to mask 
any that leaks into the first mic.

You could have Hams running around Ham fests all looking like their about 
to climb aboard a B-17 (who used throat mics).
