Given FreeDV is open source software, uses modest CPU, and the trend
towards SDR ... FreeDV is perhaps destined to be implemented as a
software library inside next-gen radios.

BSD licensing would perhaps help that - and of course the mode being
popular enough to warrant inclusion.
