I think the general advice to set the transmit power to when the ALC begins to activate is incorrect.

Different  radios have very different time constants for their metering.

In the IC7300, by the time the ALC begins to show on the display, you are making a real mess of it.

Suggest for the IC7300 which has a very fast peak reading power meter (and also shows average)

Set the drive so that the highest RED indicator (the right hand side of the meter) indicates about once every 3 seconds

IE so the peak power of the radio is acheived every 3 seconds or so.

This will , without the clipper, be about 20W RMS for the 100W radio.

The clipper only provides another dB or so for this radio.

The radio has the ability to see the fast OFDM peaks.

Now, for other radios with very slow time constants on the power meter, I would suggest setting the power at about 1/4 the radio's peak power, and not to use the ALC indicator. If the ALC indicator is showing, this is bost likely very much compressed and sub optimal.
