I would definately agree with that statement.  The fact is the PR3 release
(just prior to the final release) was faster, much more stable and displayed
web pages more accurately.  This is a case of 1 step forward and 3 steps
back.  But then, that is usually the case with Netscape.  (My 2 cents).
