        Sounds like an AFC issue, tuner type set wrong or something. 

        Or the tuner module just doesn't work as documented. Somewhere, i have
an old STB TV tuner with a bt868 and a Temic tuner module -- the
datasheet for the tuner module states that AFC can not be disabled, but
the tuner behaves as though AFC is disabled. 

        I have, crap, like 4 tv tuner cards now, not including the matrox
marvel. 

        I frequently offered to send it to anyone on the BTTV list willing to
play with it, but had no takers.
