On this note, does anyone know anything about UPS?  Can they be
configured to send signals to the PC saying, 'hey, i'm not recieving
power anymore, you need to shut down now..'.

I can't see how UPS could be any good if this isn't a standard feature..
If your not around when the power goes out, how can you hsut the PC
down?
