high quality capture card?

First off what do you mean high quality?  90% of your capture problems are
from settings and the source quality.  I can capture video at home on a ATI
TV wonder VE that rivals that of out $30,000.00 Optibase capture card at
work.... because the optibase cant capture without mpeg compression and the
ATI can do a raw frame capture.  Are you capturing from composite in or
svideo?  because Svideo is a requirement to get away from color smearing or
comb filter problems.

so please give us more information...  define high quality.

I'm sure this topic has come up a zillion times, but I thought I'd bring
it to the table again.  I've googled for a while and read several
threads, but considering how fast things change, threads from 2002 are
already obsolete.

I currently have a Hauppauge WinTV PCI card.  More and more I am
becoming dissatisfied with the quality of video captured by this card. 
Granted it's now a couple of years old.  I've been looking at the WinTV
PVR-250/350 because hardware mpeg2 is attractive, but this isn't the
card I want to buy if the analog conversion process hasn't greatly
improved since the WinTV PCI.

For my purposes I'm not specifically interested in tuner capabilities,
but just video input.  So, another option may be a IEEE1394 Analog to DV
converter.  These do seem a little costly, though.  I'm like to keep
things sub-$200 (USD).

So I thought I'd put the question out to the Freevo community: what are
your recommendations on a high quality video capture card?  Obviously
Linux support is a must.  Links to video samples would be most
appreciated too -- I'm especially keen to see high-bitrate captures from
the WinTV PVR-250/350.
