I'd define it like this: a high quality capture is attained when one
plays back through tv-out video captured from a given source device,
one's eye is unable to tell the difference between that and when the
source device is outputting directly to one's tv, assuming that there is
no quality loss due to tv-out and that the video captured is stored
losslessly.

I'm satisfied that the tv-out quality is sufficiently good not to
interfere.  That is, when I play a video using my standalone DVD player,
I can't tell the difference between that video and video outputted by my
tv-card when playing the DVD on my computer.

And for my tests, I am using mencoder with this command:

   mencoder tv:// -tv 
driver=v4l:device=/dev/video0:norm=NTSC:input=2:width=640:height=480:adevice=/dev/dsp:forceaudio:forcechan=2:fps=29.97
 -oac copy -ovc copy -o test.avi

I have tried capturing via both composite input and S-video and I find
that for the most part the quality is not appreciably different on my
Hauppauge WinTV PCI.
