I used to have a Celeron 400 and I was able to easily record and playback video at the same time. The only things to keep in mind was that I used mp1e to record at 320x240, and I had a Matrox G400 TV out card which reduces the CPU load when playing back scaled video. Recording took around 40% and playback of most video (except mpeg2) was in the 10-20% range.
