are you in a location that has absolutely no access to the internet? Otherwise simply have it doal out to your ISP at midnight once a week.
a simple shell script and cron job can do that. (in fact that is pretty much how the tivo does it, except they dial out every night.) have your shell script do the following... connect ot the internet. run something to update your time. run the xmltv script of your choice. disconnect from the net something a bit more involved would be better so it can check to see if everything went OK. but the above would work. I havent used dial-up with linux for over 5 years now, so I have no idea as to what you would need to do.
