The off-by-one channel problem and crappy picture is a well documented problem (try a fairly explicit and diligent google search). If I remember correctly, it is a problem with the autodetection of the chipset used on ati tv wonder cards, so you may have to expressly set your card and tuner values when you "modprobe."

I am using NTSC...I get a picture, but it looks like crap...and the channels are one off.
