DPMS was set to off in the xorg.conf (which is why it had no effect), the simple fact of it is that my nvidia card behaves a little wierd with suspend, the only way i've got it to work right is by configuring it in gnome, which is useless as I'm working on a tv-out only box for my freevo.
suspend/dpms are STILL a pain in X after all these years, so if you have problems with the above command not functioning, use the two i sent, I believe after all they do the same thing.
