You're having quite a bit of trouble with this device, can you try to
confirm that the hardware is working? Such as booting a copy of Windows
and seeing if the receiver works there.

All I know is that not all of the Shuttle VFDs have a IR receiver, when I
did some research on this when I got my Shuttle box someone said that
Shuttle were cutting costs by not installing the IR receiver chip.

I tried doing a "cat /dev/input/eventX | od -c" and saw no events from the
VFD devices, keyboard and mouse were okay.
