I am not a C programmer by any stretch, however I have worked through the
code, and thought you may find some of this useful.
In sys/quota.h, it uses blocks to measure the current block count, however
linux/quota.h doesnt have the block count there, only current inode count
This may help - it may not, but that should be a small help
