It's open source from JBoss. Although it has nothing to do with

objects, which seems to make it capable of manipulating rules

It would be nice, though, if there were a system already developed for
this sort of thing. Now that I know what I want, it seems like such a
natural and powerful kind of modeling capability that it's amazing
that it hasn't been done!
