OK. Such extensive changes however make me think that maybe defining
this as a new output format, maybe
)set output latex on
instead of entirely replacing the old "tex" format.

Thanks. Actually what we have on axiom wiki is significantly older:
root@axiom-wiki:/usr/share# head ./texmf-texlive/tex/latex/breqn/breqn.sty
% This is a slightly patched copy of version 0.93 [mjd,2002-05-29]
\NeedsTeXFormat{LaTeX2e}[1994/12/01]
\ProvidesPackage{breqn}[2002/05/29 v0.94 beta]
but apparently the problem is not that but rather some interaction
with one of the many other packages that the axiom wiki template
loads. See
http://axiom-wiki.newsynthesis.org/LatexTemplate
If I pare this down the the minimum:
%% This file is used as a python printf() string. As such, the document we are
%% trying to render is placed at the location of the percent-s below, and any
%% comments in this file must be preceeded by TWO percent signs.

\documentclass[12pt,notitlepage]{article}
\newenvironment{latex}{}{}
\usepackage{fricasmath}
\begin{document}
%s
\end{document}
--
then I can get latex to render FriCAS output. But axiom-wiki has a
lot of different pages that use one or more the missing packages. It
may take some time to find out which one of these interferes with
breqn. There are some obvious things that are directly related to the
old "tex" output that I can remove right away.
Bill.
