Its pretty easy to figure out and has nothing to do with a definition
of "cop agencies" - or "enforcement and protective agencies" to put it
another way I guess. DHS is how old? Every other department you named
is how old?

Its like saying the federal department of education should have as
many teachers as there are in the country's schools.
