So the plot was foiled *before* the new rules were put in place, meaning
the rules aren't in fact needed to foil the plot in question?

A *foiled* plot means the current rules are sufficient.
A *successful* plot means we need to re-think our rules.

But of course that's real-security thinking, not security-theatre thinking.
