You mean the "We refuse to be defenseless sheeple" rule, which only the
US still actually has (the Second Amendment)?

While the details will presumably come out much later,
it appears that the only *new rule* that really made a
difference was the one that occurred after the original
09/11/01 attacks (and have nothing to do with DHS/TSA).

And that rule is that passengers (and crew) will no longer
sit quietly when threatened.
