The whole "gas attacks" are not really easy to pull off in the real world... there are a number of attempts that failed miserably by terrorist groups or individuals in the past.... you just need too much gas for it to be effective...
Same with the water supply attack.... you'd need thousands of gallons entering the watersupply to even make people slightly ill.... it just gets diluted way too quickly... Now.... just the threat of it will cause panic... a water supply attack doesn't have to make folks any more than slightly queezy to be effective as a "terror attack"... people LOVE to panic as people are idiots, that is why just an attempt would have an effect even if not one person even gets slightly dizzy after drinking the water.... Why try it again with heightened vigilance surrounding air transportation? I'd expect to see something like cyanide mist deployed around a city and in subway stations during rush hour; or an infectious agent added to the water supply where a water main enters a city. You can't defend against all threats in all places, so its probably best to repair relations and outlaw religion. Spend the money on de-indoctrination so everyone can get along.
