I believe the other attacks were less successful because the proper discipline was not brought to bear on the problem (for a perverted definition of "problem"). Don't underestimate the enemy's resolve, and expect them to make the same mistakes of the past. All of this is history, so it should be no surprise to anyone when it happens again. Its going to be worse if a disciplined, concerted approach is taken. I think it would be wise to learn to get along rather than trying to defend against these attacks. You can't protect every place people gather all the time.
