I'm jumping in really late because I was on a short
vacation. But we had a similar problem on a test
server running IIS. Turns out it was because we had
a ton of virtual directories (ton of sites would do the
same thing) running on the same process. It just became
to much for our poor little machine. You can set each
virtual directory/site to run in it's own process,
which fixed the problem for us.
If your re-install fix doesn't last, you might want
to look at this.
