You want to change a form, with out submitting it and with out using
JavaScript?  If I read that right, I don't know of anyway that can do
that.  Maybe you could use another client side script language, like VB
Script, or if you are up to it, you can make the whole form a flash
module and use Action Script to do all the work for you.  But to do it
with just HTML, you can not.

Does anyone know how to dynamically change a form based on a select box 
without submitting the form or using JavaScript.  I work for a state 
agency and for accessibility reasons I need to stay away from JavaScript

if possibile.
