You are pretty limited if you can't a) use JavaScript or b) submit the form.
There aren't any other options to getting the necessary information back to
the server, are there?

If you want to dynamically change the form, that implies JavaScript.  If you
are looking for something that will work without JavaScript, you'll have to
look into a wizard-type process, where the user makes one selection, submits
it, then gets the next option.  Unless someone else has a solution I am not
aware of... ?
