For a while, we did urge people (strongly!) "not to touch the core files!!" However, we realized that while this has some definite advantages, it is simply too restrictive. Different organizations and developers have different needs. We decided, instead, to create a standards committee that would decide on what the official standard will be. This provides greater community involvement and lets anyone modify the core files SO LONG AS the modified core files are fully compliant with the specification.
So, it's not that some people can/may/should change the core files, but that anyone may, so long as those core files remain FB3-compliant. We hope that this will encourage innovation (not the Microsoft sort!) around a known, stable standard. Although anyone, in principle, could charge for their core files, the ones offered by Fusium (www.fusium.com) and Techspedition are free and will remain free (if Nat and Erik will forgive me for putting words into their mouths). I anticipate that, over time, others will offer their own versions.
