It was actually working.  The problem was my layout file was calling a
fuseaction that was getting caught by the check to see if the user
should be logged in or not.  So essentially, I was getting caught in an
infinite loop because of the way I had structured my layout file.  I
have it working now.  Thanks

Can you elaborate on "not working"? 

Here's a helpful trick: Create a child circuit called 
secure and one called unsecure. Move your login circuit 
below the unsecure circuit and the everything else below 
the secure circuit. 

Then put your logic that checks for the session 
variable in your /secure/fbx_settings file. That way
you can avoid an infinite loop that occurs when the
login circuit requires you to log in to access it.
