I'm having similar issues. I can get Mail Manager to output the "fadt"
codes or digits (0-9). With digits, I've tried using the
MakeOneCodeBarcode rule with the left 20 characters in the "inTrackingStr"
and the right 11 characters in the "inRoutingStr" but it returns an empty
string. This may be a result of my ignorance as to the syntax for the
"CharMap" value which I'm leaving blank.

If I use the "fadt" codes with the IDAutomation4STATE" font, I get nothing
because the bars are in the 0, 1, 2, & 3 position of the font instead of
the f, a, d, & t.

I believe the solution would be to use the USPS font (usps4cb.ttf) but
it's a Windows true type font and even though it works fine in InDesign,
Fusion Pro is somehow generating actual letters instead of bars.

My current solution is to use the "fadt" codes and write a rule which
replaces all As with 1s, Ds with 2s, Fs with 0s, and Ts with 3s and use
the IDAutomation4STATE font. This is an awkward solution at best.

Is there a way to get Fusion Pro to use the usps4cb.ttf font? Is there a
Macintosh or open-type version of the font? Can someone give me a clue to
the syntax for a character map for the MakeOneStateBarcode rule which is
missing from the documentation?
