Perhaps I am not taking the right approach...
I have attached my template for you to see....
The ideal position for the Name/Title block is with 5 address lines (record
number 3). If there are more lines under the name/title, the name/title are
to move up. If there are fewer fields than 5 in the address block, I want
the Name/Title to remain in the same position as this sample on record #3.
My idea was to count the lines in the address block and and a line break
before the first address block field (<<copy_AddressRule>>) for every line
in the address block less than 5. The font being used is Times Roman, so you
should be able to see this file OK.
In this example, the only record I have with fewer fields than my control
example (record 3) is record 4.
If there are more fields used, then the name and title are to move up to
accommodate the extra lines of copy.
I had begun to write the Rule ("CountFieldNumber") but got an error, so I
didn't insert it into the text block yet.
Let me know if there is a better way to accomplish this, or if you need more
information.

You need to include the NumNonEmptyFields function from my first message
in your rule.
As for the suppress if empty thing, it's hard for me to visualize
exactly what result you're trying to achieve, but I think you should be
able to do something with bottom alignment, even if it involves putting
one text frame on top of another.
