Well, I don't know the exact name of your field, so you'll need to
change that you match whatever it is, but otherwise, what I posted
should work.  Try adding some debugging information in your
OnRecordStart rule, like so:

  var AcctNo = Field("AcctNo"); // <- YOUR FIELD NAME HERE
  Print("This record, account number is: " + AcctNo);
  Print("Previous record, account number is: " + PreviousAcctNo);
  if (PreviousAcctNo != AcctNo)
  {
    Print("Account number is different, inserting slip sheet.");
    PreviousAcctNo = AcctNo;
    FusionPro.Composition.SetBodyPageUsage("Slip", true);
  }

Then compose again and look in the log (.msg) file to see what it
reports.
