That someone might have been Al Gore, looking ahead to 2000 and wanting to
lay the groundwork for a defining issue in the next presidential election:
"It's the environment, stupid!" Downwind from the great Asian crash and burn
of '97, the alternative could turn out to be "It's the system, stupid!"
