I don't remember anyone reporing any direct
democracy in Rwanda, I thought it was the classic
case of local warlords being supplied with armes
from various sources representing dubious 
usually covert western interests. 
And thousands of people who can only make
"ends meet" by fighting for these warlords, 
if they have any choice at all.
