This is a re-do of Bronfman's alcohol scheme: legalize it to maximize consumption, hence profits for that destructive industry. The real profits are in the hard drugs that will boom after grass is legalized. We've seen it in the Netherlands. Also, it's a lie that smuggling will stop after legalization. Cigarettes have been legal all those decades, but cigarette smuggling is a multi- billion business! Because legalization provides mass consumption. So the "tax revenue" argument is a fraud too.
