Hi Carmen,

Since writing my own message to you earlier this morning, I've just
downloaded Ed Weick's message. I agree with his wise and thoughtful words,
particularly his last paragraph. 

Your immediate concern is that, unfortunately, Argentina will have to start
paying the debts incurred by your past Presidents and governments. As Ed
Weick says, you will need more foreign finance in the future.

However, one of the problems of Argentina is that it has always has a low
savings rate compared with most other developed countries. Some of the
institutions you're going to need in the future are new forms of savings
and investment bodies that can finance new initatives and innovations from
within your country.
