Almost invariably, I overestimate the abilities of people I meet or observe -- until I get to know them better. That has also been the case with Bush. I rated him, as I rate most politicians, as being somewhat more able than the average person, and I put his initial linguistic clangers down to nerves (which I still do -- and deplore the bad manners of those who make fun of him for those reasons). However, on longer acquaintance with his performances at press conferences I see on TV, I would say he's barely average in ability. The fact that he's been to Yale and Harvard and has piloted a plane means nothing at all. Until fairly recent years, Oxford and Cambridge had plenty of thickoes whose daddies had got them in. Apart from his elementary primers at junior school, I would be very surprised if Bush has read a book from cover to cover. In a way, I feel sorry for him 'cos he's way out of his depth and he's just a puppet of his father and Cheney.
