I have collected more similar quotes, although
showing different aspects of Bush's "personality".

Science generally extrapolates from the
established data points.  But I agree with you:
We are desparately in need of a neurological
workup and psychological evaluation of this
person.

Bush has his special talents (see above).

However, to directly address your question, perhaps AlQaeda,
unlike GeorgeWBush is not stuck in its past.  GeorgeWBush
can't get over the fact that "that man once tried to kill my dad",
and he seems willing to destroy the earth to pursue this
idee fixe.

Perhaps AlQaeda will soberly assess the new buildings, and
if they conclude that they are no longer the most
strategic targets (remember that "the Allies" invented
operations research in WWII...), they will apply their
resources to other targets where the ROI will be better.
