Harry,

The first step, as mentioned in a post by Arthur, would be to offer army
positions to any Hammas member who wished to join. The US would have to
pay salaries and provide arms. Training could be by Jordanians acting as
paid consultants. Israel would have to realize that there would be times
when some of these new army folk would be shooting at Israeli military or
armed settlers. There would need to be a tripartite committee to handle
such cases. I would urge that it be manned by civilians [the Israeli
judiciary is pretty good, it seems].

Let me think about the second step but if the first step doesn't happen,
might not need a second step.

Also, I am waiting for Sharon to jettison some of his right wing to see
how serious he is.
