I agree to everything, ...

... but as far as I know, fvwm-root is simply the best tool to set
a wallpaper that exists.  As long as nobody is going to take it
over as a separate project, we shouldn't remoe if from the distro.

Please note that I have *not* revived any of the myriad of removed
gui modules, none of the scripts and not Xpm and Svg support (I'm
not comfortable with thee image formats being removed, but I'd
give it a try and maybe think about an on-the-fly converter
later).  And I also agree that eventually removen FvwmCpp is a good
thing if we find another way to provide its functionality.

In other words:  I'm not adding back just every random stuff I am
using, and I can think of some more stuff to remove (e.g. the
Repeat command).
