And on that note, it should probably specify that functions and variable
names are in English, even though it seems obvious.

Some comments on this:
1. The statement "For all other files, only alphanumeric characters,
underscores, and the dash character ("-") are permitted. Spaces are
prohibited" is not limitive enough I think.
Unless you do not consider these characters to be alphanumeric, it
should also mention that accented characters are prohibited. It may seem
strange for English speaking persons, but I've seen many a debuting
programmer (and sometimes even experienced programmers) doing this.
