Take a look at this article of Bruce Eckel. His is talking about 90% for the same.

In the article, he describes writing a vastly simplified representation of XML because he found xml.dom.minidom too cumbersome for simple tasks.

Although there are situations where a stripped-down version of an existing library is helpful. These libraries are usually only useful to you and people whose tasks meet the limitations of your library.

With something standardised (like XML), including it in a public library such as the Zend Framework is going to draw the expectation that it meet the standard and not come attached with a series of limitations. (Add to it that there's already a faster, compliant version of it that come with most installs...)
