Once an incubator component has >= 80% code coverage from unit tests (of
course the goal is always to reach 100%), good documentation for the
public API, and review and approval by a Zend liaison, the component may
be moved from the incubator into the trunk.

Generally, new components should be included with the 1.5.0 Preview
Release, though previous mini-releases have included new functionality, too.
