As far as I know there isn't a PHP solution like the suite of tools that Atlassian has on offer. Right tool for the job, and all that.
Anyone who needs Zend to only and always use PHP in order to evaluate the tools they have to offer should probably not be making technical decisions in the first place. Evaluate Zend tools on the merits of the tools and whether it benefits the organization, not whether they are using it to power a complex and largely distributed software development process. No need to reinvent the wheel.
