10.2.8 is a supported OS on the Wallstreet, so you shouldn't have to use XPF at all. That said, XPF with Panther or even Tiger is probably the best idea. On my 300MHz 384MB RAM Wallstreet, Tiger runs better than Panther runs better than Jaguar. IIRC same was true even when I had only 256MB RAM installed.
If the installation is locking up even with Panther, I'd suspect some kind of memory trouble, either hard disk corruption, or possibly RAM incompatibilities. As noted on XPF support pages, RAM which is OK under OS-9, can sometimes fail under OS-X. You say the installation 'hung just like all the other installs'. If you enable the 'verbose' option in XPF, it should give you some diagnostic feedback. Look at my recent post in this forum under "Problem Wallstreet" thread. hth..
