Sounds like something is interfering with the software that handles the volume settings. I"m thinking it's software and not hardware because a hardware issue would be persistant. I've seen the delay/plap as you describe on two of my Macs -- but only when the systems were memory poor. IOW, the module that handles those hotkeys took time to load because the system didn't have a lot of available resources and was in the process of freeing them up. During that delay, if you move the mouse cursor, does it change to the spinning color wheel? Does this occur again, later, or only the first time you hit those settings after booting?
