A great many years ago, during the initial phases of the "democratization" of the mainframe computer, it was a pretty good "rule of thumb" than an emulated instruction set could be no better than one-sixth as efficient as a native instruction set. Then, 1401 and 1410 systems were being emulated on 360 systems. Now, 360/370/390/zSystem systems are being emulated on Intel systems. IBM even bought and took dark a manufacturer of zSystem emulators.
