The definitive test is 'try another charger', alas. You can try  
testing the charger with a multimeter, bear in mind that the outer  
round shield part is a shield, not a part of the circuit...the actual  
power plug resembles a headphone plug, with the tip and ring providing  
the + and - leads, respectively. It can be tricky getting the  
voltmeter leads in there...
