Try resetting the PMU, if that doesn't work, maybe your new battery is nor working properly, or your iBook's charger board is not working either (I had an iBook with a bad charging circuit and run from AC Adapter, but it won't charge the battery, but I was able to charge the battery with another clamshell and run the bad one from the charged battery) Sorry for my english.
