The first thing I can think of is to pull the hard drive and try it in the 
other machine. Also, try unplugging the PRAM battery and booting that way, 
although I really think that isn't going to work, simply because 9.2 works. 

I'd try booting from a 9 recovery disc that you may have lying around, to see 
if the machine just refuses to work with Tiger, or if it's a worse problem. 
Worst case, you're stuck with a machine that only works in OS 9, which is 
right where you started. Don't actually recover, obviously. Just make sure the 
machine can talk to the optical drive. 

That's all I can think of for now, but stick to non-permanent attempts first, 
don't freeze the machine and maybe something will work. If not, we're here to 
help.
